MACI Applauds Customs’ Anti-Corruption Framework, Urges Full Implementation

The Media Anti-Corruption Initiative (MACI) has commended the Comptroller-General of Customs, Adewale Adeniyi, for strengthening the Nigeria Customs Service’s (NCS) anti-corruption drive through the introduction of new integrity and accountability measures.

In a statement signed by MACI President, Funso Olojo, and Secretary, Lod Onyeji, the group described the signing of three key documents as a pivotal moment in the fight against corruption within the Service.

The documents, signed on October 6, 2026, at the NCS Headquarters in Abuja, include the Standard Operating Procedure (SOP) for Internal Corruption Risk Analysis and Mapping (ICRAM), the ICRAM Handbook and the Integrity Action Plan (IAP). The event also featured the inauguration of the ICRAM Steering Committee, which is responsible for identifying, assessing and mapping corruption risks across Customs operations.

According to the Comptroller-General, the framework was developed in collaboration with the World Customs Organisation (WCO) and partner administrations, including His Majesty’s Revenue and Customs (HMRC). He explained that the documents would provide practical guidance for Customs officers at ports, borders and airports to strengthen integrity and accountability.

The initiative follows a pilot programme conducted across seven commands and units, covering 66 processes in regulatory, core Customs and support functions. The exercise resulted in an Integrity Action Plan containing 101 action items and 295 sub-actions.

Key measures outlined in the plan include enhanced automation and audit trails, stronger supervision and accountability, clear segregation of duties, regular staff rotations, targeted training programmes and improved controls governing interactions between officers and stakeholders.

MACI described the initiative as a proactive step towards promoting transparency and accountability within the Service, urging relevant stakeholders to support its full implementation to strengthen public trust in Customs operations.
